When have free markets worked past the industrial revolution?

its never really existed in the purest form, so never, even when people think about the industrial revolution there were high tariffs on imports which helped create monopolies, also if conditions were so bad during the industrial revolution, why did so many people keep moving into the cities from farms and the country, did they do it because conditions were worse in the cities?
