What type of housing do they provide for these government jobs?

The government has limits on what they would pay. When my coworkers work on government contracts, they limit the hotel costs per-night at a pretty low rate. For example, in most midwest cities you have to stay at a hotel that only charges $99 a night. It's not really a nice hotel, but it's not a slum either.
