I want to know if you can cook chicken after it has been declared "bad."?

my friend bought some kind of expensive chicken and the chicken was thawed and left out in the counter since yesterday evening till 10:00am today and is back in the freezer. the temp in the house is at a cold 79degrees, i say the chicken is bad and should be thrown away but he says you can still cook it but just cook it "good." who's right here? is it true that you can just cook the crap out of it and still be eaten?
